how to redirect calls to GV and FPL by #

Hi all.

I'm new to OBi202. I am trying to set up my OBi202 so that it will use FPL to call Canadian+911 and Chinese and all other #, while use GV to call 1xx. # that FPL does not cover. Here is how I set up, but some calls that supposed to go to GV (such as 14051111111, 13331111111) go to FPL.

Can anyone help me to figure it out? Thanks a lot.

PS1. 416 is my local area code.
PS2. What does this mean in Phone OutboundCallRoute and how does it work?

Any dial plan guru's around to shed some light on this, I would also love to know.

I have been working on this issue as well.

My latest thing is freephoneline's e911 service provider has problems should call id be blocked even if it is accidental.

I have made my own thread, you can look at if you like.
Not everything is 100% tested it is a work in progress.

No,  I am not an expert, just trying to get a good setup.

I got the question worked out with ProfTech's great help. It's all because of the [] where I should use () instead for ... some reason.
