Connect deactivated cell phone to OBi202

I want to connect a deactivated cell phone to receive and make Google Voice calls through OBi202 and a Bluetooth adapter. How can this be done?

This has been discussed several times.  There is no method to do this yet.  The best solution is to use an app on the deactivated phone and place the call over wifi.
