Tracfone currently has LG 800G Reconditioned (Triple Minutes for Life FREE) phones for $5, and it appears that shipping is FREE thru August.
If you activate it online you'll get 20min/60days of service.
When you shop for a phone, after entering your zip code, you can look at the URL to determine who the carrier will be.
In my zip code it would be T-Mobile (GSM5 = T-Mobile). There seems to be ways to get AT&T service if that is your preference.

Do note the phone is not reviewed very highly, but neither are the much more expensive phones that are being offered at this time from Pageplus.
