Google Voice switched to Phone Power SP1 - Call rejected service provider 400

I added PP to my SP2 line due to Google's XMPP support discontinuation.  When I subsequently moved it to SP1, I could no longer make outgoing calls.  I simply get a message that the "Call was rejected by the service provider - reason is 400."  I spent 1.5 hours with PP on the phone.  They say they are not even getting the call on their server, so there must be something wrong at the Obitalk device.

Here are things I've already tried with no impact to the issue:
**Deleted the SP1 and SP2 entries and resynced the service
**Removed the Obi device altogether, reassigned and resynced the service
**System reset the device altogether

I sense that there is some configuration setting left from the GV account that is causing the issue but beyond the resetting I've already done, I don't know what else to do.

1.  Are you making your changes at obitalk.com or using your devices's local web server?

2.  How did you reset the device?

3.  Does the 'status' page show your OBi registered to PhonePower or not?
