Wi FI device doesn't show connection to set it up..

I grabbed my Obi202 and went to set it up at a new location.

Followed the instructions... but the WIFI device you plug in does not give me the wifi to connect my laptop to to set it up.

When I press *27 on the phone I get the messeage "Network not available"

The WiFi adapter flashes 12 short followed by 1 long. 

This all worked fine at home for over a year now...  I've tried shutting it all down, plugging in the Obi, then waiting several minutes to plug in the WiFi plug.

I can't find anything out about the flash sequence on the WiFi plug... is it toast.. and if so, why?  I simply unplugged the OBI and moved it.

Are you trying to wirelessly connect your Obi to your laptop ala peer to peer?  That aint gonna fly to redo the wifi seetings.  You need to connect to it wired first in order to redo the WiFi connection settings in the wep portal.
