OBi1032 Photo Caller ID Issue

I have imported my contacts with photos from my cell into the contacts apps on my 1032.  I have finally figured out why sometimes photo caller ID works and sometimes it does not.  I cannot make an outgoing call on my cell using my 1032 with a 1 in the digitmap.  AT&T will not allow me to call a 1+ number.  It only allows me to call NPA+NXX+xxxx.  All of my contacts have a number that is in the NPA+NXX+xxxx format.  There is no 1 in the number.  Calls coming and going on my cell have photo caller ID.  The Google Voice lines put a 1 on the beginning of the number and this does not match what is in my contacts.  If I add a 1 to the number in contacts, photo caller ID works for Google Voice lines, but no longer works for my cell phone.  I could not find a way to set the Google Voice lines not to put a 1 on the beginning of the number.  Does anyone have any ideas on what I can do to fix this?

Try the following on the inbound route on the GV trunk:
Service Provider -> SPx Service -> X_InboundCallRoute:
