Yeah, I suspect the call completion charges are a bit higher in Hawaii, just as some providers have "challenges" in completing calls to continental US rural locations. Does
voip.ms state "lower 48" when they say US?
I wonder if the FCC considers Hawaii to be a rural location as far as their recent rules changes which require call completion, and allow you to file formal complains with the FCC for failure, or whether Hawaii (and probably Alaska) are exempt from those rules?
I will note that most of the US <> Japan cables do not have a landing in Hawaii (Australia or New Zealand routes, on the other hand). JUS is the only one that I recall that does.
