The *28 is a one-time thing. It puts the OBiBT into discoverable mode so that you can pair the phone with it. Once paired, unless you deliberately unpair, you should not need to dial *28 again.

Yes, of course I only used *28 to pair, and did it on two phones at different times, but both paired ok.
I was indeed trying **8 prefix code to dial out on the Bluetooth adapter to the paired phone, and got the no setup message.
Then, I configured bt as the primary line and it still neither called out nor rang when I called the phone. The reason I find this possibility interesting is that I am sitting in a location that has very poor cell service, even for voice. Right above me is a place where the cell phone could site and I'm fairly sure it could be controlled via bt because it worked with the Invoxia, at least for incoming calls. (I didn't test outgoing.)
The web interface on obitalk doesn't show a yellow sign for a firmware update, so I guess it isn't that. For the moment, I've given up and turned it off, unless someone has any suggestions.
Oh, and I did factory resets as well. The unit, when programmed to log in to an ITSP does perform as expected. It is only the bluetooth calls that I can not get working.
